EU reaffirms climate change plan

EU leaders have reaffirmed ambitious targets to fight climate change, but said risks to energy-intensive industries must be dealt with urgently.

At a summit in Brussels, the 27 heads of states agreed a timetable to implement a 20% cut by 2020, compared with 1990 levels.

They pledged to finalise the action plan by the end of 2008.

The summit also discussed financial instability, as well as liberalisation of the bloc's energy markets.
